Sneed is a member of the Secretariat of Octant 7 – ie the group of people that govern this part of space.

An older man at age 27, Sneed has been the Governor on Council with responsibility for New Zargland for many kiloCycles and is regarded as a wily and slippery Bureaucrat.  

In response to her question South says, “the actual machinery of change is straightforward, but whenever a high profile position shifts the newcomer always wants to change things and make their mark.  There’s usually opportunities that can be persuaded to come my way in advising people who are potentially affected by whatever the proposed changes are and the associated lobbying with alternatives.
