Regarding the last part, there could be several reasons why Raina would or would not choose a front person to make the initial contact, so again if that’s how you imagined it we can go with that.

As to why she went about her business without tolls – from what you describe it sounds like she was engaged for her services and paid for them.  If she was also moving things solely for her own profit, perhaps Raina/Leiutenant never found out or perhaps that was acknowledged as a part of the arrangement.  Or perhaps Lia will keep wondering?
