It really depends how nosy the customs officials get.

On the face of it there’s noting wrong with delivering a container and some cases of cargo to an isolated Ag Bureau facility. 

But if the customs officers press to see what’s really aboard…that’s a different mater.

Lia’s experiences in her small smuggling ventures would, I think, be more along the lines of a small case in the luggage rack (similar to this) that might either be flagged as her personal property or as cargo.  It’s rare that that customs officers do a detail check on such things, but they can drag people off to be fully searched if they want to.
