It’s safe for Gregar as he’s outside the Hold in the Cargo Ops area with Lia (which, by artificial gravity is below (aft of) the Hold and Lia looks up into it through the viewport, or she can turn this particular grav plate off, strap herself into the workstation chair or gecko boot herself to the wall and look out into the hold.)

She’s only moving one container and she has a clear view so the risk to Kort is quite small unless she fucks up very badly.

Regarding her task, basically, there’s a snug airlock between the Hangar and the Cargo Hold that lines up with the Shuttle’s cargo door when it is docked that is exactly large enough for one standard container to pass through (it even has little sprung rollers on the walls to help the containers go through.)
