I think Diplomacy is that skill as per the skill description.  However it’s odd that it’s a Hard skill, but I think that’s a game balance thing, because the joy of Diplomacy is that if you screw it up, it doesn’t make things worse.

But yes, there could be a home brew skill of average difficulty that is the equivalent of Diplomacy without the no-screw-up protection ‘Socialising’ or ‘Conversation’ perhaps?

However, let’s do the actual GURPS number crunching: 

Diplomacy-13 (includes bonus for Voice) + 3 for Charisma (as this is an Influence Roll) + 6 for Appearance Very Beautiful = Effective Skill 22, plus/minus any secret GM modifiers

So a 16 for Lia is actually a success.

Minor note, when she’s talking to Kort she hasn’t yet had the conversation with Gregar and Prrri over the secure widget.

Kort seems to appreciate being let in on what she knows.

He wanders over to the pile of stuff still in the Common Area and picks up the broken and blackened beam rifle that Karmen recovered from the Mess Area.  He examines it for a good couple of moments, stripping it on the table in front of her.  Inside it smells of burned circuitry.

He points to a switch on the side, “Power setting.  This is an electrolaser rifle with a lethal setting.”

He points at some internal parts, “modified power cell.  Looks like it’s been upgraded for higher energy throughput.”

What’s in the case?

Gregar doesn’t seem to think too hard about how the scans were taken and turns his attention to the images. Prrri perks his ears forward and gives her a slow blink.

Following Gregar’s comment he taps the Deep Thermographic image with a claw, right where the pale orange line exits the right sight of the container.

“Exterrnal powwerr supply.”

  

  

  

Gregar says, referring to the Shallow Thermographic, “and it looks like an inner container within the outer.”
