Oliver can get crew and passenger lists if he wishes to do so for all the non-Legion ships (normally, Vizierate ships would also be restricted but given his new role, he can see those too).

She re-iterates Oliver’s thinking, “If crew, as you say, you’d be looking for a new hire.  Probably with an independent rather than one of the Mercantile or Trade Bureau ships.” She pauses, “Does that help?”   If Oliver wishes, he can make a psychology roll.
