The PSO, however, is unimpressed.

Stiffly he says, “That may be so, Under Commander, but it doesn’t grant me authorisation to hand over files.” 

Oliver noted that the PSO’s lack of co-operation coincided with his mention of Hale’s name, not the request for the file.
