It’s rarely conspicuous not to haggle in the Dominion, especially in the high-tech enclaves like Gravport, people often just accept the list price.  It’s more likely people haggle in the poorer areas where a couple of Moneys can make a difference.  However, because of that, people haggle anywhere.

This does seem to be a bit of a down-market shop in a rich town, so the upper class probably don’t haggle but the riff-raff might well.
