I’m going to say her general grifting and Streetwise skills allow her to know that one of the ways the Dominion exerts control over its members is through monitoring of and restrictions on cash transfers.  By their nature, cash transfers can’t be tracked and audited, so the Dominion likes people to use their money cards or Dominion Bank Account transfers.  However, in the low-tech parts of the Dominion the infrastructure doesn’t support electronic funds transfers so coins have to exist.  ie In some areas you have to use coin, in others they don’t take coin and you have to use card so how much of each type you have can matter.

Of particular relevance to Lia, many Zoner! suppliers are not set up to use anything but coin exchanges.  However, the Dominion can get suspicious about large transfers from Money card or Bank account to coins…
