Oliver can avoid Fromm without being rude.

We can say he eats, sleeps, breakfasts and finds his way to the Planning Bureau HQ in time for the meeting.  Being at the transit hub, a ground taxi will do the job and he can come in at the bottom of the building rather than the top.

Is there anything he’d like to do before the meeting?

Otherwise he can ask at reception for the Undercrat, be tagged in, and ready to meet at the appointed time, if that suits?
