In respect of his Electronics Engineering training, at TL 9, the hardware component of his Terminator-Google-Glasses is available off the shelf, but yes, his skill in this area will be useful. The trickier part will be writing the software and developing the reference database. (NB: If this makes you rethink his desire for Electronics Engineering let me know.) In game terms I think he wants to build a device that gives him a 30-point version of the Detect advantage with bonuses to Search, Perception, Research and Forensics and an availability limitation (only when worn).

I feel electronic engineering will give me freedom to make various gadgets of equally varying usefulness. Home made is also less traceable than store bought gear.
