Gollins sits on the Governing Council of Mundo Zargo, albeit only in a temporary position.

Otherwise he is in charge of Legion forces at Mundo Zargo. He is an overweight, loud, florid man.

  

From the little I know Gollins seems straightforward but not stupid, so it’s hard to say.  I wouldn’t have picked him as the corruptible type, but he’s maintained a position on the council as an Operations Legionnaire, when those roles usually go to the Commissariat so he can’t be a complete fool politically.
