Oliver does know – being an expert on such things – that the Vizierate certainly could read all the messages – that every message ever sent across PubNet is stored at MaPaCoA, and at any given time, billions are in distributed storage across the network. The problem for the Vizierate is more knowing which messages might be worth reading out of the trillions in storage – so do they? Probably not… but maybe.
