Raina returns Lia’s gaze steadily, “Because you bring useful skills, because my assessment, based on what I do know about you is you’ll develop that power and agency in a way that is mutually beneficial to us both, that you’ll reward my trust rather than betraying or abusing it.
“Because I’ll watch you develop that potential into a reality I’m confident will lead to a good outcome because I trust my judgement on these matters.”
I’m going to say there’s a little battle of wills here and a small amount of muscle flexing. Lia is testing her. She has glimpsed bits of Raina’s forceful personality but only in snatches and she has no interest in working for someone who can’t match her in this way.
Raina will feel the nature of Lia’s personality here and her potential for stubbornness and defiance if she doesn’t agree. Essentially she needs a stronger will than her own and a strength of personality that can demand her respect.
