H-197: Captree, Platters on The Esplanade

Lia may have a sense of a game being played on multiple levels: The the check out was blatant, so blatant it was probably intended to test for a reaction, but also a justification in its own right (Lia is, after all, physically stunning). Raina is also very difficult to read, Lia’s assessment is that she carries an acute awareness of how she presents herself that is both nuanced and directed, and she is probably quite effective at misdirection in that regard. Raina is also simultaneously assessing Lia with a practiced level of clinical evaluation.
In response to Lia’s raised eyebrow, Raina gives a momentary approving quirk at the corners of her mouth – blink and you’d miss it, but it was possibly intended for the discerning to observe.
Raina is silent for a time, allowing the back-and-forth of subtle communication to play out.
Presently, however, she says, “You might have heard there’s a new arcology planned to be built on Vista Reef, down at the edge of the Nether Sea. Usually, when a big development like this takes place, the Secretariat get together with Planning, Finance and Resources to work out what they want and then call in the Industry Bureau to make it happen. But, I want local private business to win a share of the work, I want the little guys out in Antipodes and Northlight, suppliers on Cap Isle, to get a piece of the action.
“Also, the current word is that the arcology will become part of the existing LAR administrative region. I want it split off to its own region – Vista Reef or Nether Sea or whatever they want to call it. Call it Wet-Ass-Nowhere for all I care, but I want an independent region with a whole bunch of new administrative positions waiting to be filled.
“You seem like someone who can influence the bureaucracy, help me achieve either one of those things and it could be bonus time.
“If you have the right skills and attitude to help me, and you, achieve an outcome.”
Okay, you’re going to have to explain some of that language – arcology (ecology on an arc?), LAR and any of those locations in relation to where they currently are, what the hell Lia might know about any of that and any subsequent conclusions she might draw from Raina’s speech.
Having said that…
She listens closely and then sits silently processing for several beats as she ponders Raina across the table.
Finally she leans back against her chair, her posture open but head tilted, considering.
“You want the administration. Or the infrastructure. Or both. Of this new venture.”
These are not questions and her voice has dropped a little, possibly in admiration for such a ballsy move. There is… something in her expression.
