Most people who are born and live in the TL 8 or 9 enclaves must take appropriate levels of the High TL Advantage (based on TL 6 as standard.) Middle class civilians on Octant Capitals or the Capital will usually have TL of 7. Player characters only receive this advantage for free but may optionally not take levels of the advantage in exchange for points (5pts/level not taken).
Languages

Almost everyone in the Dominion speaks, reads and writes The Dominion Language (that’s what it’s called.)

The Separatists speak this too (but they call it Langlic.)

The population is mostly literate, but there are lower-tech zones where literacy rates are poor.

Human PCs get The Dominion Language (written and spoken, Native) for free.

- Some people speak a language called Enclaver as a second language, although to do so comes with a social stigma inside the Dominion.
- Enclaver among the Separatists is not stigmatised and there are somewhat more speakers but it is still not common
- Enclaver, if written, is usually written using the Dominion Language script.
- The typical Felline also speaks some of The Dominion Language and Felline natively.

- The Naki have their own spoken and written language, which a small number of Humans understand (more commonly its written form) and even fewer speak.
