Oliver can message Zayaire directly if he wishes via PubNet, but Zayaire’s instruction was to ‘contact him via the help line‘.  Oliver knows the code phrase to the help line and may well be able to remember Lia’s series of hand movements on the comm pad when he called her, but it’s possible he may not wish to give away that he does?

Inside the folder is an encrypted blob file with the name ‘data’ and a plain text file with the name ‘password’.

I’m hoping it’s not undermining player agency to assume that Oliver might try decrypting the data blob with the content of the password file?  If he does so, he will find that there are several documents in the blob that appear to relate to the itinerary of an upcoming visit of the Name Heir to Mundo Zargo, including security assessments of several buildings included in the itinerary.
