I believe he thought about how he might build it, without actually attempting to do so.  If he wanted to do something like that the electronics shop he visited in Crystal Town probably has the parts he’d need.  That’s travel time plus build time – it would take at least a Job, but probably doable.  

Disarming a basic alarm won’t be more than a standard roll against Lockpick or Electronic Operations (Security) or Traps.
