Bureaus have different powers within their remit, so it’s probably not unreasonable that the Agriculture Bureau could lock down one of their farms if they felt the need. It’s fair to say it’s not usual though.
Ports are usually run by the Legion though, albeit with assistance from various Bureaus.

Zayaire is an Overcrat of the Agriculture Bureau but does that mean he’s in charge of those sorts of decisions? Is there only one Overcrat per Bureau? I assume Lia would know that given her parents.
