Not quite, this is more like being able to use the comms system without tabs being kept on you – the software basically provides interfaces to key components of the comms system without going through all the main bits of the ship’s computer.  It means whoever is using that interface has to provide the middle bit, but the ship’s computer won’t know anything about the use of the sub-systems.
