Introduction
The Dominion Legion is both Military and Police force, although for pragmatic purposes there are distinctions within the Legion that focus more on one task than another.
Many of the jobs in Dominion society are the sole province of the military, and the military often maintains a parallel work force for many roles in civilian society.
Rank, Class and Role
Each member of the Legion has a Rank, designating seniority within the hierarchy, a Class designating operational focus and a Role designating duties.

Class
Classes are as follows:
Operations
- Operations wear black tunics.
- Operations staff are the warrior types that do the bulk of the actual fighting and policing.
Staff
- Staff wear grey tunics.
- Staff are the support roles, such as logistics, mechanics, intelligence etc.
Commissariat
- Commissars wear red tunics.
- Members of the Commissariat are responsible for morale, oversight and ensuring continued loyalty to the Overlord.
- Commissars are always of Leader Rank (except as Recruits).
- To be a Commissar you must have an F~ ID number.
- Because of the Forerunner requirement, in practice, there aren’t enough Commissars to fill all the designated Commissar roles in the Legion and many are either vacant, filled on a temporary basis by a Legionnaire of another class, or someone in a red tunic irrespective of their rank and skill set.
Role
There are many roles. Many roles are tied to a particular class, and specific roles may also have a rank requirement.

Variations
In an emergency or temporary situation, rank and/or class requirements may be waived for a role.
If there is any doubt, Rank takes precedence over Class. For example, among the survivors of a damaged spaceship, the Staff Over Officer takes the Captain role before the Operations Under Officer. However, if there was a Staff Over Officer and an Operations Over Officer, the Operations Over Officer would take the Captain role.
A direct order from a superior can override the natural hierarchy. For example, before the Captain heroically goes up with the ship (spaceships go up, not down, usually in a burst of pyrotechnics) she can appoint the Staff Over Officer or the Operations Under Officer as her replacement.
In non-emergency situations, ‘temporary’ is usually up to 100 Cycles. For example, the Commandant of a facility can appoint a lower-level Leader Rank to a more senior role for a short time due to staffing constraints or as a development opportunity.
It is possible but unusual to acquire additional Classes during one’s career. This usually involves undergoing the appropriate basic training for the class. The Legion contains a small number of Operations Staff, Operations Commissars, Staff Commissars and a very small number of Operations Staff Commissars.
This may be waived on a per-role basis if an individual is able to demonstrate suitable qualifications for a role, however the paperwork involved acts as a disincentive.
Military Address
The full title of any member of the Legion is <Class> <Rank> <Role> <Name> <Post Nomials>, and thus ranges from the simplest ‘Operations Legionnaire Trooper Johnson’ to the extreme ‘Operations Staff Commissar Marshall Grand Protector Owens-Ulbrecht DSS with Double Cluster’.
In everyday use within an operational team, the role is usually used, for example, “Trooper Johnson”; “First Officer Smithers.”
Among different units or teams, rank is normally used, for example, “Legionnaire, come with me.”
Saluting
The legion salute is performed with a closed right fist to the centre of the chest.
The protocol for general operations is that subordinate soldiers salute uniformed Leader ranks in their chain of command when meeting. The Leader ranks are not required to return the greeting salute, but may do so at their discretion; culture in most of the Legion is that the salute is generally not returned except as a sign of particular respect.
Subordinates also salute in a condition of ‘leaving under orders’ – in general this is when an order has been issued by the Leader and the subordinate is departing to carry it out. In this case the Leader returns the salute. Junior ranks may salute each other when leaving under orders, but are not required to.
The salute is also given in certain prescribed ceremonial circumstances, including:
- Legionnaires are saluted by all Legionnaires present regardless of rank when they first take the oath, when promoted and when being commended or decorated.
- Legionnaires salute each other regardless of rank when handing over a command (the Legionnaire taking command offers the salute first).
- Salutes may be given to indicate the start and/or end of certain formal occasions, such as when an Inquisitor enters or leaves a military court or the Overlord arrives at or leaves a function.
- Salutes are given any time the command ‘Respect’ is given, for example if a visiting VIP or out-of-chain Leader rank is given an honour detail the detail may be commanded to show ‘respect’ by giving the salute to someone they would not ordinarily be required to salute.
- Certain ceremonies call for the ‘Triple Salute’ – the command ‘Prosperity! Protection! Victory!’ is given and those commanded salute after every word.
Legionnaires carrying a weapon will perform the appropriate drill with the weapon instead of saluting with the hand – in general this is bringing the weapon to port arms.
