To Lia’s comment he says, “the inappropriateness could be whatever he handed over.  If, as you suggested, it was a widget it could have all sorts of interesting and ‘inappropriate’ information on it.”

Envoys are, by their nature, varied in their duties.  This one seems to have a commission at the moment to appoint a new Governor for Mundo Zargo, but Lia and Oliver know he’s been doing other things before this, such as a secret trip to Octant 5 and a less secret one to Octant 1 before that.

So it’s difficult for Lia to tell, but I’ll let you roll Streetwise or Savoir-Faire (High Society) for a possible hint.
