It is a rote phrase, straight out of the Codex of Laws.

His voice is serious, but his eyes invite skepticism – carefully worded.

    “But of course. There would be no Dominion if we weren’t. But do you see the people of the Dominion United? As a legionarie, you are naturally divided from the Vizierate. As a member of a Government service, you’re seperate from many individuals on outer worlds. I came from the Legion, from money, from a higher technology world. I grew up on a world touched by the magnificence of the Overlord. But I have seen how the outer systems work, I have seen their doubt, their reluctance. This is inefficient. Though the official stance is to spread the magnificent power of the Overlord to these less fortunate worlds. Several individuals stand in the way of progress. People in plsitions of power seek to gain more. They think of themselves. Not of the Overlord’s will, of the possibilities for thr Dominion. These outer worlds must be shown the glory the Dominion can provide. We’re hostile with aliens, Commissar. There was a time, long ago when we weren’t sure there even where Aliens. What if more show up? What if they have evolved past their petty squabbles? How will their Unity fare against ours? If there’s a shadow of doubt, many will question the need to die for the Dominion. These doubts can be the downfall of civilizations. So I say that my goal is to eradicate doubt in the Dominion, in the Overlord. Because doubt is inefficient. Doubt is weak.”
