I’ll deal with that in the abstract.  Essentially, to spoof his location Oliver will need an appropriate program and will make a contested roll against his Computer Programming.  The skill of the system he is rolling against will vary somewhat, more high tech environments (such as a space station) are more difficult to spoof.  Enclosed environments are more difficult to spoof (because they are more controllable).  High security systems (such as the Restricted parts of the LegioNet) are more difficult to spoof.

It’s reasonable to think that spoofing the Public Net from the civilian area of a space station operating on a routine basis (ie not on alert) he would be rolling against a system skill of about 13. 

As a known cyber-terrorist, I’m going to say he already has some suitable software that will allow him to attempt such a roll with no modifier.
