Well firstly, Oliver – or someone – would need a suitable place to connect, such as a comms wiring trunk or router or something.  Secondly, he’d need suitable software or dedicated hardware.  But, given those, Oliver could probably, for example, connect his laptop to the ship and listen in on or even take over the comms system.
