Think of the Dominon like it’s the 90s you can make fixed line calls easily but mobiles are relatively rare.

You can almost always make a call to a ship in dock.  You can usually call or message one that’s in N-space in the same system, but for a variety of reasons that’s not always possible or reliable.  Ships in hyperspace are uncontactable.  Ships (and anything or anyone else) in another system have to be messaged and that message has to be carried by a ship. In short:  Yes.
