That long line of ore buckets they drove beside all the way here would fit the description of what Argyle had figured out how to control.

The Ops Manager says, “I guess, but most of the actual refining is done at a facility near the Downport.  Here we just dig it up.  I don’t imagine it would be very profitable.  Unless someone really wanted a whole bunch of free rock.”

The Map is Not The Territory

To avoid ambiguity she points at the fence and says, “This is the rear viewing platform fore Crusher #3.”

It looks possible to climb, but the long vertical gaps mean you’d have to really want to; a person certainly couldn’t accidentally fall over it or through it.
