The Overlord, can, of course, Command or Decree certain indenture conditions for anyone in any occupation. But, if I had to guess, I’d say everyone was given a choice with implied or explicit consequences for certain choices.

“If I really wanted someone to work for me who was not that motivated to do so, I can think of several ways I might bring that about, and I am not someone with a portfolio of Tier 1 Projects.”
