I don’t know that it changes anything.  The agreement was only until Jennie had time off ship and kind of vague after that.  Even if Lia is formally on watch, she doesn’t have to be in Control while the ship is in dock, only when it’s underway in space.  That Jennie didn’t do a formal hand-over to her when she went to bed suggests that Jennie wasn’t expecting Lia to stand watch.  Gregar’s asking because he doesn’t know the situation.

Lia can choose to take the call from Karmen or not and Gregar will accept her word.
