I think Lia might struggle a little more to assess people over an audio link than in person (she can’t use her Body Language skill); if you wish you an give me hard default IQ roll (ie IQ-6) with a +1 bonus for Empathy.
I would argue that a lot can be garnered from vocal tone and inflection but she doesn’t know Ipan that well so…
