“I can talk in broad terms, its existence and broad objectives aren’t classified.  It’s designated Task Group Yellow. 

“There’s concern at high command that there’s illicit activity going on between and beyond Octant 3 and Octant 7, and the inter-fleet rivalry between the 3rd and 7th is preventing effective co-ordination.  So there’s a directive for the 39th to step in and establish task groups to investigate the problem, then we’ll direct resources appropriately.  Besides which, the 39th has more flexible capabilities for certain mission types than the Primary fleets.   

“Our counterpart in Octant 7 is Task Group Magenta and we’re co-ordinated by Task Group Sepia.“

Marissa is correctly assuming that growing up in a military household and having an eidetic memory, Oliver will know the following contextual information that allows him to make sense of her explanation:

• Each Octant has a Primary fleet assigned to it
• The Primary fleet for each Octant has command responsibility for the majority of the Legion spaceships that operate in that Octant
• Legion Fleets are numbered for identification purposes
  • They are also named, but that’s incidental at the moment
• The Primary fleets for each Octant share the same number as the Octant to which they are assigned
  • eg: The 3rd Fleet is the Primary fleet for Octant 3
  • Exception:  Zargonia is considered to be in Octant Zero, but Zargonia’s Primary fleet is the 10th fleet
• Oliver’s mother is currently assigned to the Legion’s 39th fleet, which is designated as the Special Tasks or Instrumentality fleet.
• Additional information:
  • Not all the numbers are used – despite the designation of 39th there are actually 17 numbered Legion fleets, as follows:
    • The 39th Special Tasks Fleet, as noted above
    • Nine primary fleets for each of the Octants (1st to 8th and the 10th)
    • Octant 1 has two more fleets assigned (the 11th and 21st)
    • Octant 2 and Zargonia each have an additional fleet (the 12th and 20th, respectively)
    • The 29th fleet is designated for exploration beyond (and occasionally within) the Dominion’s borders
      • Not that the Dominion has borders, as the Overlord claims all of space except for specially designated exceptions which the Overlord permits through his Benevolence and Magnificence 
    • The 49th fleet is designated as the Reserve fleet, and is reputedly where old ships and aged, incompetent or annoying Legionnaires are sent
    • The 19th Fleet is home to dedicated Commissariat ships
      • Oliver will recall from his briefing with Felicity that their duty assignment is the ground support (GRRAS) sub-detachment for the destroyer Norhand
      • The Norhand is assigned to a Task Group (Task Group Norhand) within the Legion’s 19th Fleet
