That’s possibly true about the value of his Money, so he might want to get value from it now – particularly if he’s thinking he might not make it back and spending it now to give himself options.  To be clear, I think it’s quite reasonable for him to try to establish a safety net before he goes, I just thought he’d be potentially constrained by his disadvantage as he’s offering to spend a large sum of his own – not the Vizierate’s – money.   

So, alright, I’m happy he can make the offer.
